WhatsApp Cloud API costs in Indonesia: two bills, not one
Many owners only notice two separate bills when the WhatsApp Manager invoice swells at month-end: the platform fee and Meta conversation charges.
The figures below are a transparent estimate for planning your budget, not a claim of unlimited quota.
Meta bills your WhatsApp business account
Those message charges are paid from your WhatsApp Business Account (WABA) to Meta, not to Wapedia. The categories you will see most often:
| Category | When it applies | Indonesia estimate |
|---|---|---|
| Marketing | Promo templates, follow-up outside the care window | About Rp651/message |
| Utility | Orders, shipping, operational notices | About Rp396/message |
| Authentication | OTP / login codes | About Rp396/message |
| Service | Replies inside the 24-hour window via Cloud API | Still free through 30 September 2026. From 1 October 2026 the list rate matches utility: Rp396/message (VAT included), after 1,000 free messages per number per month. Meta published the official card on 1 September 2026. |
The table is a planning estimate. Exact rates follow the official card in your WhatsApp Manager, and the destination country can change the amount. Wapedia never rebills those conversations as a message wallet in the dashboard.
The Wapedia subscription
The subscription already covers the team inbox, template broadcasts, keyword chatbot, and API access. Packs as of August 2026:
- Sandbox: free (Meta test numbers, not for live customers)
- Starter: Rp149,000/month (10,000 outbound fair-use)
- Growth: Rp349,000/month (25,000 fair-use, 3 seats)
- Business: Rp899,000/month (fair-use unlimited; acceptable-use rules and rate limits still apply)
Fair-use is monthly message capacity on the Wapedia platform. When the pack quota runs out, sending from the dashboard pauses until you upgrade. That quota is not a conversation deposit paid to Meta.
Pay the plan via Midtrans in Settings. Purchases are final (Non-Refundable). The conversation payment method is still set in WhatsApp Manager.
Monthly cost simulation
Suppose your customer-care team sends 1,500 replies inside the 24-hour window, plus 300 marketing templates:
- Starter plan: Rp149,000
- Meta marketing estimate: 300 × Rp651
- Meta service estimate (from 1 October): first 1,000 free, then 500 × Rp396
The total you pay is the Wapedia subscription plus the Meta invoice. The same numbers are in the calculator.
Meta published the 1 October 2026 rate cards on 1 September 2026. Figures here are Indonesia estimates with 11% VAT rolled in; the official invoice is in WhatsApp Manager.
- The first 1,000 service messages per number per month stay free (no rollover; resets monthly).
- Replies from the WhatsApp Business app (coexistence) stay free; replies from the Wapedia inbox = Cloud API = billed.
- A payment method must be on the WABA before 30 September 2026. Without it, Meta stops delivering service messages on 1 October.

Easy mix-ups
Myth: “Customer care stays free forever.” Reality: The 24-hour reply window still exists, but Meta starts charging service rates from 1 October 2026.
Myth: “Unlimited means Meta is free too.” Reality: Unlimited at Wapedia is platform usage. Meta still bills each conversation to your WABA.
Myth: “A flat-fee gateway is always cheaper.” Reality: Those providers often hide conversation cost or do not use official Cloud API, so the number is at high risk of being held (banned).
Steps before you start using Cloud API
- Connect your number with the guide.
- Add a payment method in WhatsApp Manager.
- Open the official rate card for Indonesia.
- Compare marketing and customer-care volume on the calculator.
